| Introduction |
| Extended Producer Responsibility (EPR) is a policy approach that shifts the responsibility for the end-of-life management of products to the producers of those products. This means that producers are financially and operationally responsible for the collection, recycling, and disposal of their products after they have been used by consumers. In India, the Plastic Waste Management (PWM) Rules, 2016 require producers, importers, and brand owners (PIBOs) of plastic packaging to register with the Central Pollution Control Board (CPCB) and obtain an EPR certificate. |
| Eligibility |
| All PIBOs of plastic packaging are eligible to apply for an EPR certificate. This includes producers of plastic packaging, importers of plastic packaging, and brand owners who sell plastic packaging under their own brand name. |
| Documents Required |
| – A completed application form – A copy of the PIBO’s business registration certificate, IEC, GST, PAN, MSME – A copy of the PIBO’s GST certificate – A copy of the PIBO’s PAN – A copy of the PIBO’s IEC certificate (if applicable) – A copy of the PIBO’s MSME certificate (if applicable) – CTO/CTE in case of Industry – Representative Image of products – Product Catalog – A copy of the Authorized Person’s PAN – A copy of the Authorized Person’s Aadhar – Details of type of products and their quantity put in to Indian market in last two financial years. – Total plastic packaging imported/purchased in last two financial years – Import/purchase bills – Covering letter on the letter head. – A detailed plan for the collection, recycling, and disposal of plastic waste – Proof of financial capacity to implement the EPR plan |
| Fees Structure |
| A government fee of Rs. 10,000/- is payable by the PIBO for each application for an EPR certificate |
| Application Process |
| – PIBOs can apply for an EPR certificate online through the CPCB’s EPR portal. The following steps are involved in the application process: – Register on the EPR portal and create an account. – Log in to your account and select the option to apply for an EPR certificate. – Fill in the application form and upload all of the required documents. – Pay the processing fee online. – Submit the application form and documents. Once the CPCB has reviewed the application and found it to be complete, they will issue an EPR certificate to the PIBO. |
