PROCEDURE FOR OBTAINING CTE/CTO/CCA in Madhya Pradesh

The industries categorized under the Red, Orange, and Green category only need to apply for Consent to Establish (CTE) and Consent to Operate (CTO) under the Air & Water Act. The industries categorized under white category are not required to obtain consent to establish and operate, it is required only to intimate MPPCB within 30 days from establishment of business with an undertaking.

The following documents are required for obtaining M.P. Pollution Control Board consent/authorization under section 26 of the Water (Prevention and Control of Pollution) Act, 1974, section 21 of the Air (Prevention and Control of Pollution) Act, 1981, and authorisation under rule 5 of the Hazardous Waste (Management, Handling, and Transboundary Movement) Rules 2008 made pursuant to the Environment (Protection) Act, 1986:

General documents:
  • DIC / SIA / DGTD / Mining lease / Conceptual Plan (In case of Building /Infrastructure project) etc
  • Land allotment letter/land allotment LOI
  • Satellite imagery of project / industry site
  • Layout plan of the project/industry
  • Project report including complete details of manufacturing process / raw materials
  • Investment proof CA/CS certificate/annual report / Self Certificate
  • NOC of Gramsabha / local body
  • Article of Association memorandum of Under standing
  • Environmental statement (In case of renewal/Expansion)
  • Compliance of Environment clearance conditions (If applicable)
  • Effluent/Sewage Treatment Plant (i) Technical Report on ETP/STP (ii) Drawing of ETP/STP
  • Permission of CGWA (If applicable)
  • Treated waste water analysis reports (In case of renewal/ Expansion)
  • Pointwise compliance of water consent conditions (In case of renewal/Expansion)
  • Water Cess returns (if applicable)
  • Technical Specification of Air Pollution Control Arrangements
  • Schematic Diagram of Monitoring Facility (Port Hole & Plate form with Spiral ladder)
  • Emission analysis reports (In case of renewal/ Expansion)
  • Pointwise compliance of air consent conditions (In case of renewal/Expansion)
Documents for Authorisation for hazardous waste:
  •  Details of SLF/Incinerator (If applicable)
  •  List of hazardous waste generated
  •  Pointwise compliance of authorizations conditions (In case of renewal/Expansion)
  •  Form – 4 & 13
